BACKGROUND OF THE PROJECT:

EMAS (Eco-Management and Audit Scheme) is an EU voluntary environmental management tool designed to help registered organisations to enhance their environmental performance.

Articles 38 and 44 of the EMAS Regulation [Regulation (EC) No 1221/200] contain the invitation for Member States to adopt legal instruments for reducing administrative burdens of the environmental legislation applicable to the EMAS registered organisations. However, despite these provisions still few regulatory relief measures and incentives for EMAS organizations have been introduced into the national and local legislation of many EU Member States.

PROJECT GOAL:

The B.R.A.V.E.R. project aims to support the full integration of EMAS in the regulatory framework of EU Member States.

This can stimulate EMAS uptake by removing, reducing and simplifying the administrative and economic burdens for EMAS-registered organizations.

The B.R.A.V.E.R. Project implementation started on October 1st, 2016 and will run until December 30th, 2019.

The Project implementation will cover Italy, Spain, the Czech Republic, Slovenia and Cyprus.

MAIN RESULT:

The main expected result of the LIFE B.R.A.V.E.R. project is the identification and development of effective measures for better regulation and regulatory relief for EMAS-registered organizations, and testing their efficiency and related benefits.

SPECIFIC RESULTS:

  • The drafting of at least 70 EMAS registration simplification proposals relevant to the legislative and administrative systems of the five EU countries involved;
  • The testing of at least 25 proposals in the regions and countries involved in the project, to identify the most feasible proposals to adopt;
  • The official adoption of at least 16 EMAS regulatory relief measures into the legislation of the five involved countries: Italy, Spain, Czech Republic, Slovenia and Cyprus.
